Bandai Namco describes Lacra as a vrakhir who came to Vale Sangora to eliminate Brencis, or at least claims that is her purpose. That gives her and Coen an immediate shared enemy without making her a straightforward ally. Her route explores that uncertain cooperation through a connected series of quests rather than a standalone romance menu.
PC Gamer documents two ways to reach Lacra's opening quest.
The direct route is to defeat Ambrus during The Gilded Gauntlet and read the note on his body. That note points toward A Friend Like This.
The alternate route runs through Ocha's storyline. Help Ocha become the boss during The Heart Wants What It Wants, then ask her about possible allies. Visit Vicho and complete A Study in Crimson; Vicho will tell Coen about Lacra. PowerPyx likewise identifies Ocha's path as a hidden, missable chain that feeds into the Lacra-related quests.

The Kobold decision during Hive and Seek does not prevent Lacra's romance according to the tested route. Choosing to view Lacra's memories during Our Rotten Roots also does not block it.
PC Gamer invited Isbrand during Our Rotten Roots but described the alternative outcome as an assumption rather than a fully reproduced test. For that reason, this page does not promise that every Isbrand variation is safe. If avoiding risk matters, keep a manual save and follow the tested choice to invite him.
The decisive documented step is at the end of The Night of Horrors. Eat the Mandrake flower. That opens the sequence in which Coen can drink Lacra's blood and accept the romantic interaction. Refusing that action is not documented as an alternate way to complete the same scene.
This is more important than trying to optimize every earlier dialogue response. Follow the entire chain, take the obvious flirt in Hive and Seek, and preserve the Mandrake decision with a save.
